Please ensure you are running OpenVPN as an administrator. Also, please make sure there are no firewall rules on your side that could be blocking VPN traffic. Before submitting a ticket for further help at the link below, please confirm with your contact at Bequant Global that the line

remote <IP ADDR> <PORT> 

in your .conf file has the correct values. If that didn't help please raise a support ticket and attach the log file.
